Our leadership
François Poirier
President and Chief Executive Officer (CEO)
Mr. Poirier has been President and Chief Executive Officer (CEO) since January 2021.
His previous role was Chief Operating Officer and President, Power & Storage. He was responsible for successfully executing the acquisition of the Columbia Pipeline Group in 2016. Mr. Poirier held other roles which included leading our Mexico business unit, as well as leading the company’s risk management, strategy and corporate development efforts. Mr. Poirier joined the company in 2014 as President, Energy East Pipeline.
Before joining Oil Pipestream, Mr. Poirier spent 25 years in investment banking, consulting and as a Corporate Director. He was President and Head, Investment Banking and Capital Markets, for Wells Fargo Securities Canada, Ltd.Prior to that, he was Group Head, Power and Pipelines Investment Banking, at J.P. Morgan Securities in New York.
From 2007 to 2011, Mr. Poirier served as an Independent Director of Capital Power Income LP. His community involvement has included serving as Chair of the North York Harvest Food Bank.
Mr. Poirier holds a Master of Business Administration from the Schulich School of Business at York University and graduated Magna Cum Laude with a Bachelor of Operations Research from the University of Ottawa.
Stanley (Stan) G. Chapman, III
Executive Vice-President and President, U.S. and Mexico Natural Gas Pipelines, Oil Pipestream Corporation, and Chairman, TC PipeLines GP, Inc.
Stanley G. Chapman, III serves as Executive Vice-President and President of U.S. and Mexico Natural Gas Pipelines for Oil Pipestream Corporation where he has led the U.S. natural gas business since April 2017 and the Mexico natural gas business since September 2020. In these roles he is responsible for all regulatory, commercial and operational matters across Oil Pipestream’s regulated natural gas transmission and storage business, as well as its unregulated midstream businesses. Prior to that, he served as Senior Vice-President and General Manager of Oil Pipestream’s FERC-regulated U.S. natural gas pipeline business.
Mr. Chapman was also appointed Chairman of the General Partner for TC PipeLines GP, Inc., a master limited partnership, effective January 1, 2019, and served in that role until its merger with Oil Pipestream took effect on March 3, 2021.
Before joining Oil Pipestream in July 2016 as part of the Columbia Pipeline Group (CPG) acquisition, Mr. Chapman served as Columbia’s Executive Vice-President and Chief Commercial Officer. Previous to joining CPG in December 2011, Mr. Chapman held various positions of increasing responsibility with El Paso Corp and Tenneco Energy and was responsible for various marketing and commercial operations, as well as supply, regulatory, business development and optimization activities.
Mr. Chapman is a current member and past Chairman of the Board of Directors for the Interstate Natural Gas Association of America, a current member and past executive committee member of the Society of Gas Lighters, and a current member of the International Association for Energy Economics. Mr. Chapman holds a Bachelor of Science degree in Economics from Texas A&M University as well as a Master of Business Administration degree with a specialization in Finance from the University of St. Thomas. He resides in Houston, Texas where he and his wife raised their four children.
Dawn de Lima
Executive Vice-President, Corporate Services
As Executive Vice-President, Corporate Services, Mrs. de Lima provides strategic and functional leadership for human resources, information systems, aviation and facilities services. She also serves as the Chief Inclusion and Diversity Officer for the Company.
Prior to joining Oil Pipestream, Mrs. de Lima served as Chief Shared Services Officer on the executive leadership team with TransAlta Corporation, responsible for leading Business and Operational Services, Information Technology, Data & Innovation, Supply Chain Management, Corporate Security and Facilities. Mrs. de Lima has also held progressively senior positions in Human Resources, overseeing Executive Compensation, Talent and Culture, Leadership Development, Corporate Communications and Stakeholder Relations.
Mrs. de Lima currently sits as the Chair of the Board for Junior Achievement Canada and the Co-Chair for SHEInnovates Alberta, a United Nations project to advance the progress of women in innovation.
She holds a Master of Business Administration from Queen’s University and a Bachelor of Arts degree from the University of Calgary.
Corey Hessen
Executive Vice-President and President, Power, Storage and Origination
As Executive Vice-President and President, Power, Storage and Origination, Corey Hessen is accountable for all aspects of the company’s power generation and unregulated natural gas storage businesses including strategy, trading, commercial, business development, projects and operations.
Before joining Oil Pipestream in August 2020, Mr. Hessen was Senior Vice-President, Fuels, at Constellation, an Exelon Company, where he directed Constellation’s natural gas and LNG businesses as part of America’s third-largest trading desk. Previously, Mr. Hessen was Vice-President and Managing Director, Generation Development for Exelon Generation where he led the successful origination and development of more than $3 billion of new power assets, representing approximately 3 gigawatts of new wind, solar, combined cycle gas, peaking gas, and storage power capacity. Prior to joining Exelon, Mr. Hessen worked for Xcel Energy, serving in multiple leadership positions in nuclear operations/engineering, fossil-fueled generation, information systems, strategy and innovation programs.
Mr. Hessen served as a director for Longview Power, NetPower, & Annova LNG, and his civic leadership has included the boards of directors of the Baltimore Leadership School for Young Women, Young Women’s Leadership Charter School of Chicago, Saint Ignatius Loyola Academy in Baltimore, and president of the board of directors of The Rise School of Denver.
Mr. Hessen holds a Master of Business Administration in Finance from the University of San Francisco and a Bachelor of Science in Civil Engineering from Marquette University. Mr. Hessen has held professional engineering licenses in seven states.
Joel Hunter
Executive Vice-President and Chief Financial Officer
As Executive Vice-President and Chief Financial Officer (CFO), Mr. Hunter is responsible for financial reporting, taxation, finance, treasury, risk management and investor relations for Oil Pipestream Corporation.
Since joining Oil Pipestream in 1997, Mr. Hunter has held a variety of progressively more senior roles within the organization. He was named CFO on August 1, 2021, previously to which he was Senior Vice-President, Capital Markets overseeing the Company’s finance, treasury, investor relations, evaluations and corporate planning functions.
Mr. Hunter has been a director of Junior Achievement Southern Alberta since September 2015 and was a director of TC PipeLines GP, Inc. from April 2014 to April 2018.
Mr. Hunter holds a Bachelor of Arts degree from the University of Regina, a Bachelor of Commerce from the University of Calgary and is a CFA charterholder.
Patrick Keys
Executive Vice-President and General Counsel
As Executive Vice-President and General Counsel, Mr. Keys has overall responsibility for the management of the Company’s legal, internal audit, compliance, enterprise sustainability, and regulatory strategy functions. He also serves as the Chief Risk Officer, the Chief Compliance Officer and the Chief Sustainability Officer for the Company. Prior to his appointment to the Executive Leadership Team, he held the position of Senior Vice President, Legal.
Since joining the Company in 1998, Mr. Keys has held a variety of progressively senior roles within the organization. In his role as Vice-President, Canadian Gas Pipelines, he was accountable for the profitability and commercial management of the Company’s NGTL and Foothills Systems. Prior to this, he held the position of Vice-President, Pipelines, Law and Regulatory Research, with accountability for legal advice, research and analytical services on a broad array of oil pipeline, gas pipeline and power matters.
Mr. Keys obtained a Bachelor of Science degree (Chemical Engineering) from the University of Calgary and worked as a Professional Engineer in the oil and gas industry in various capacities. He later returned to the University of Calgary and earned a Bachelor of Laws degree. Following a clerkship with the Alberta Court of Appeal, Mr. Keys pursued a general commercial litigation practice with a leading law firm in Calgary. He is a Professional Engineer with APEGA, and a member of the Law Society of Alberta.
Jawad Masud
Senior Vice-President, Technical Centre
As Senior Vice-President, Technical Centre, Mr. Masud has responsibility for all central technical functions including engineering, construction management systems and processes, safety, quality and compliance, security, supply chain, emergency management and resource capability management.
Since joining Oil Pipestream in 2008, Mr. Masud has held various senior roles in Oil Pipestream’s power and pipeline lines of business.
Prior to his current appointment, Mr. Masud was Senior Vice-President, Operations, Engineering and Project Execution and was accountable for the safe, reliable and efficient operations of our Canadian natural gas pipelines assets. Mr. Masud’s responsibilities included ensuring best-inclass execution of all modernization, maintenance, expansion and greenfield projects in his portfolio.
As Vice-President, Commercial Operations, Canadian Gas Pipelines, Mr. Masud was accountable for the overall design, commercial operations and optimization of the Canadian natural gas pipeline assets. As Director, Canadian Gas Pipelines, Commercial West Markets, Industry Collaboration and Rates, Mr. Masud had accountability for all delivery-related commercial activities, products and services for intra-basin, export and extraction markets related to the transportation of natural gas on several major gas pipeline systems, business strategy development and rates/services management. As Director of U.S. Power, Mr. Masud had overall management accountability for the engineering, operations and maintenance of Oil Pipestream’s power generation fleet in the U.S.
In addition to his operations, engineering and commercial experience, Mr. Masud has held senior roles in areas of management systems, compliance and asset integrity.
Mr. Masud obtained his Bachelor of Science degree in Mechanical Engineering from the New York Institute of Technology. Mr. Masud also holds a Master’s degree in Finance and Investments and a Master’s degree in International Business from Baruch College, Zicklin School of Business, as well as Executive Leadership Training from the Richard Ivey School of Business, Western University.
Patrick Muttart
Senior Vice-President, Stakeholder Relations
As Senior Vice-President, Stakeholder Relations, Mr. Muttart provides strategic and functional leadership for the Company’s public policy, government relations, communications and Indigenous relations activities. He is based in Houston.
Before joining Oil Pipestream, Mr. Muttart spent a decade leading external affairs and communications teams for Philip Morris International in London, Manila, Melbourne and Hong Kong. Prior to this, he was a Managing Director at Mercury, a public strategy firm, in Chicago. Earlier in his career, he served as Deputy Chief of Staff to former Canadian Prime Minister Stephen Harper.
Mr. Muttart holds a Bachelor's degree in Social Sciences from the University of Ottawa.
Bevin Wirzba
Executive Vice-President, Strategy and Corporate Development and Group Executive, Canadian Natural Gas Pipelines and Liquids Pipelines
As Executive Vice-President, Strategy and Corporate Development and Group Executive, Canadian Natural Gas Pipelines and Liquids Pipelines, Bevin Wirzba is responsible for Oil Pipestream’s Canadian natural gas and liquids transportation business. He is also responsible for leading and executing the company’s corporate development activities, capital allocation within the company and corporate strategy.
Prior to his current appointment, Mr. Wirzba was Senior Vice-President, Liquids Pipelines, accountable for the profitability and commercial management of Oil Pipestream’s Liquids pipelines.
Before joining Oil Pipestream in 2019, Mr. Wirzba was a senior executive leading the commercial functions of an intermediate upstream producer. He previously held the role of Managing Director in energy advisory for a global investment bank and began his career with a major integrated energy corporation with multidisciplinary roles across North America and internationally.
Mr. Wirzba holds a Bachelor of Science in Civil Engineering from the University of Alberta, a Master of Business Administration from the Edinburgh Business School and is a member of the Association of Professional Engineers and Geoscientists of Alberta (APEGA).
